Turkish Kurds vent fury over botched air strike (AP)

ISTANBUL ? Turkish Kurds vented their rage Friday over a botched military airstrike aimed at Kurdish rebels that instead killed 35 civilians, with thousands lamenting the dead at funerals and scores clashing with police at demonstrations.

The government promised a full inquiry into Wednesday's air strikes, which struck a group of smugglers and resulted in one of the highest single-day civilian death tolls in the long-standing conflict between the Turkish state and Kurdish rebels, who took up arms in 1984.

Even before the latest violence, a government campaign to reconcile with Kurds, who make up roughly 20 percent of Turkey's 74 million people, by granting them more rights has stalled amid a surge in fighting this year.

Footage from the Dogan news agency showed people digging graves on a hill near the southeast village of Gulyazi, home of some of the slain smugglers, and the funeral rites quickly took on a political tone.

Thousands walked along a mountain path with coffins draped in red, yellow and green, the colors associated with Kurdish identity and the rebel group PKK, whose Kurdish acronym stands for Kurdistan Workers' Party. Victims' families demanded revenge and called Turkish Prime Minister Recep Tayyip Erdogan a "murderer," according to Firat, a pro-Kurdish news agency.

For a second day, stone-throwing demonstrators clashed with police who responded with tear gas and water cannons in several cities in the mostly Kurdish southeast. Protesters lobbed rocks at a national ruling party office in Diyarbakir, the region's biggest city, and Firat said 30 people were arrested there.

One person was injured and six arrested in southeastern Van city, the state-run Anadolu news agency said. Meanwhile, several hundred people protested peacefully in Istanbul, while some 500 Iraqi Kurds denounced the airstrikes in a rally in the city of Irbil in the Kurdish-controlled region of northern Iraq.

A somber Erdogan described the attack near the border village of Ortasu in Sirnak province as "unfortunate" and "saddening," noting half the dead were under age 20. He said two F-16s bombed the area after images provided by drones showed a 40-person group approaching the border from the Iraqi side.

"It was revealed later that they were part of a group smuggling cigarettes, diesel fuel and such," he said.

Usually, according to Erdogan, such smuggling is done by groups of just three to five people. He said at least two recent deadly attacks on military outposts near the Iraq-Turkey border were carried out by guerrillas who smuggled guns across the border on mules.

Four hours of official video footage of the raid will be examined, he said.

In an email statement, the PKK called the strikes a "massacre," and referred to "technical and intelligence support" provided by the United States, which recently deployed four Predator drones to Turkey from Iraq to aid Ankara in its fight against the rebels.

The military, meanwhile, issued a message of condolence carried on Anadolu news agency. There was no apology, but such a public outreach is highly unusual for the Turkish armed forces, which are traditionally tightlipped about operations.

"We wish God's mercy and grace to those who lost their lives in the cross-border incident of Dec. 28, 2011, and extend our condolences to their family and friends," the statement said. Last week, the military reported the deaths of 48 suspected rebels in offensives backed by air power.

While many Kurds have assimilated and are not politically active, a significant number feel marginalized and want autonomy in Kurdish-dominated southeast Turkey. The rebels have long used northern Iraq as a springboard for hit-and-run attacks on Turkish targets.

The conflict has been a drag on Turkey's efforts to burnish its image as a regional model and advocate for democratic change in neighboring countries such as Syria, where thousands have died since an uprising began in March.

Foreign Minister Ahmet Davutoglu, a chief architect of Turkey's rising profile, said the airstrikes would be thoroughly investigated and should not be exploited for political gain. Another top official, Deputy Prime Minister Bulent Arinc, said the inquiry would not be a whitewash.

"If there is any negligence, any fault or any intention, those who are responsible will be found and will endure the consequences," Arinc said.

The Turkish government has taken some conciliatory steps toward the Kurds, allowing Kurdish-language institutes and private Kurdish courses as well as Kurdish television broadcasts. But Kurdish activists say far more needs to be done to heal scars dating from a time when the Kurdish language was banned, and cite police roundups of Kurdish politicians, journalists and others suspected of rebel links as a sign of intolerance for the minority.

In Iowa, Obama toils while GOP roars, then departs (AP)

DES MOINES, Iowa ? One presidential campaign claims an impressive effort in Iowa this year: eight offices opened, 350,000 phone calls to potential supporters and 1,280 events to recruit and train volunteers.

It's not Mitt Romney or Newt Gingrich or Ron Paul. It's Obama for America, the president's re-election campaign, which badly wants to win this battleground state in November, as it did in 2008.

"The Republicans are here today, gone tomorrow," said Obama volunteer Pat Walters, of Johnston, a suburb of Des Moines. "We've been doing this since 2009."

Next Tuesday's Republican caucus has dominated political conversations. Largely overlooked is that Obama is running unopposed in the Democratic caucus the same night.

It's a dramatically different scene from four years ago, when Obama set his course for the White House by beating John Edwards and Hillary Rodham Clinton after months of intense campaigning in Iowa.

Obama can coast as far as this year's nomination is concerned. But Iowa remains a general election swing state, and no one assumes his 9-point win here over John McCain in 2008 will give him a cushion next November.

Obama's campaign never entirely left Iowa or several other competitive states, where he hopes relentless organizing can overcome a weak economy and his mixed record of fulfilling campaign pledges in the face of strong GOP opposition in Congress. If thousands of volunteers flocked to Obama's 2008 campaign, this time he's having to work a bit harder to recruit and energize them.

"People say, `The mood is different this time, it's not the same,'" said Peggy Whitworth, an Obama volunteer in Cedar Rapids. "Well of course it's not the same. But it's not about mood or feeling. It's about the future of the country."

Whitworth, 69, said she joins other Obama volunteers four hours every Tuesday night, and sometimes on other evenings as well, to telephone potential supporters. Many say they will vote for Obama again, she said, and some volunteer to help the campaign. But some are disappointed or angry that the president fell short on campaign promises such as ending the Bush-era tax cuts for the wealthy, and bringing a greater spirit of bipartisanship to Washington.

"Sometimes they simply want to have someone listen to them," Whitworth said. Most say they will stick with Obama after they've had a chance to vent their frustrations, she said.

Obama lacks some key advantages he enjoyed in 2008. They include a deeply unpopular GOP president who was largely blamed for a faltering economy, and a widespread excitement about Obama's precedent-breaking campaign built on "hope and change."

In exchange, of course, he has the power of the presidency and a well-oiled political organization that has been refining its practices for five years. Obama will raise many millions of dollars, although his eventual Republican opponent may do nearly as well.

Nowhere does Obama have a bigger base to build on than in Iowa, where he campaigned for months in 2007. Romney, Gingrich and other GOP contenders have not made comparable efforts, although they say the economy and other issues will make Obama's task much harder next year.

In activities that rarely compete with the hoopla of the GOP nominating contest, Obama's campaign has placed a handful of paid staffers in each of several key states. They try to leverage their clout by recruiting and training scores of volunteers. The volunteers, in turn, knock on doors, organize house parties and, above all, place phone calls to voters in hopes of identifying likely Obama supporters and tracking them through Election Day.

In a tortoise-versus-hare strategy, Obama supporters hope their steady chugging will build support precinct by precinct, town by town, while Republicans spend resources chasing the nomination for a few more weeks or months. The Republican candidates and their broadcast ads are flooding Iowa this week, but they will abruptly shift to New Hampshire on Jan. 4, the day after the caucuses.

Walters, a 60-year-old insurance executive, said he is a "neighborhood team leader" who helps organize house parties, phone banks and other activities. His chief recruiting tools, he said, involve reminding Iowans of Obama's accomplishments that include expanding medical benefits in the hard-won 2010 overhaul of the nation's health care system.

Walters said he hopes the week-by-week, month-by-month effort will build a strong ground operation to turn out Obama's voters next November. The Republican nominee will have to play catch up, he said.

Obama's ground game "is already in place," Walters said. "It's just a matter of growing it."

Iowa Democratic Chairwoman Chair Sue Dvorsky underscored the methodical nature of the efforts in a conference call with reporters Wednesday.

Since April, she said, "this has been a systematic grassroots effort. The same exact way we did it last time. It isn't very glamorous. It's not a very secret plan. It is voter to voter, one-to-one, then a street, then a precinct, then a county."

Dvorsky said Obama will beam "a live address to Iowa Democrats in every caucus site next Tuesday night.

Intel starts shipping Atom N2600, N2800 processors for netbooks, ten hours of battery life promised

We've already seen a few benchmarks and other hints that they'd soon be shipping, and Intel has now officially announced that its new Cedar Trail Atom processors are finally available, with the first systems using them set to roll out early next year. The two chips you'll likely be seeing the most of are the Atom N2600 and N2800 -- both dual-core, and both designed for use in netbooks, where they promise to allow for up to ten hours of battery life and "weeks of standby," and offer support for 1080p video playback. Also rolling out today are the D2500 and D2700, which are designed for use in entry-level desktops and all-in-one computers, as well as more commercial systems. As for all those systems themselves, details remain a bit light, but Intel says you can expect to see some from Acer, Asus, HP, Lenovo, Samsung, and Toshiba.

3 miners rescued from Tenn. mine after fire

Tennessee on Wednesday, trapping three miners inside for about three hours before they were rescued, authorities said. Two other miners below ground were injured by smoke inhalation.

The three miners were trapped by smoke and needed respirators before they could leave the mine. A rescue team helped the miners and they appeared unharmed, though they are being taken to a hospital, said Tim Wilder of the Jefferson County EMA.

The two injured miners were taken to a local hospital had minor smoke inhalation, New Market Fire Department Captain Sammy Solomon said

There were 54 miners underground when the fire started on a drill rig about 800 feet below the ground, officials said.

The three men were able to make it to a safe room about a mile underground. About an hour after the fire ignited around 1:10 p.m. EST, they were able to make contact with people on the surface of the mine, officials said.

It was not clear yet how the fire started at the Young Mine about 25 miles northeast of Knoxville. The mine is operated by the Switzerland based company Nyrstar.

A spokeswoman for Nyrstar said the miners were in "fine spirits" after they were rescued.

NEW ORLEANS - Quite a night for Drew Brees and the New Orleans Saints - a record and a rout.

Brees set the NFL mark for yards passing in a season, breaking a record that Dan Marino had held for nearly three decades, and New Orleans clinched the NFC South title with a 45-16 victory over the Falcons on Monday night.

Brees threw for 307 yards and four touchdowns, the last a 9-yard strike to Darren Sproles that set the record with 2:51 to go.

"Honestly, I was really trying not to think about the record or anything," Brees said. "I knew we were close. A couple guys mentioned stuff to me on the sideline. I didn't want to hear it. It's like a pitcher with a no-hitter, I guess."

It was Brees' final pass of the game and it gave him 5,087 yards passing - with one game still to play. Marino finished with 5,084 yards for the Miami Dolphins in 1984.

Minutes after Brees broke the record, Marino offered congratulations on his Twitter account.

"Great job by such a special player," Marino wrote.

As Sproles spiked the ball, Brees thrust his fist triumphantly in the air and started walking toward midfield while the Superdome crowd went wild and his teammates chased him down. Offensive guard Carl Nicks was the first one to get there and tried to lift Brees onto his shoulder, but couldn't do it as teammates swarmed around.

"If I could have put him on my shoulders and paraded him around the whole stadium I would have done that. He deserves it," Nicks said. "It's like a movie, man. Just a movie ending. It's beautiful. ... You could tell by everyone's reaction after he did it how much people care about that guy. We all love him."

Brees' four touchdown passes gave him 276 for his career, moving him ahead of Joe Montana (273) and Vinny Testaverde (275) for ninth all-time. He is the first quarterback in NFL history to pass for more than 5,000 yards twice - he had 5,069 in 2008.

Brees' first scoring pass went for 8 yards to Marques Colston and the second for 9 yards to Jimmy Graham. Graham's TD catch was his 10th of the season, a new franchise high for a tight end. In the third quarter, Brees hit Robert Meachem for a score from 24 yards, which made it 28-10.

"I love the fact that everybody could be part of this on Monday Night Football," Brees said. "There's so many people that are a part of this. It's not about me. It's about this team, it's about this city, it's about these fans. So many people contributed to this, and I'm happy for them."

The Saints (12-3) also had 463 total yards, giving them more than 6,857 offensive yards for the season, breaking the 2008 club record of 6,571. New Orleans continues to close in on the NFL record of 7,075 offensive yards in a season set by the 2000 St. Louis Rams.

Brees might have broken the record in the third quarter if not for Sproles' 92-yard kickoff return, which set up John Kasay's 29-yard field goal. Brees also was intercepted twice, once in the Falcons end zone, but New Orleans was still dominant enough to take a three-score lead.

The game became a romp when Julio Jones was stripped by Scott Shanle and Malcolm Jenkins returned it 30 yards for a score to make it 38-16 in the fourth quarter. The Superdome crowd was in full celebration by then, but the play also meant fans would have to wait until later in the fourth quarter before Brees finally got his chance to break the passing record.

"Obviously, it's a special moment for the players, especially Drew," Saints coach Sean Payton said. "I couldn't be more proud of him."

The Saints can earn the No. 2 seed and a first-round playoff bye with a win Sunday over Carolina and a San Francisco loss at St. Louis, which is 2-13.

Atlanta, which won the NFC South last season, is headed to the playoffs as a wild card.

Uncharacteristically, Brees had only a yard passing during a span of a little more than 18 minutes. Knowing he was closing in the record, the crowd howled, "Drewwww" each time he took the field. He finally gave the fans what they wanted after Atlanta failed on a fourth-down try at its own 33. That gave Brees, who needed only 30 yards for the record at that point, just enough space to work with.

"I knew after the touchdown to Meachem that we were really close," Brees said. "I didn't know how close, but really close, and then we had a couple of those drives that stalled out and I thought, `You've got to be kidding me' - especially since the whole game we had been converting first downs, doing all the right things offensively, both the run and the pass, yet we couldn't put a drive together in the fourth quarter and I thought, we've got to get this ball back, we've got to go down and score and put one together."

Matt Ryan had 373 yards passing and one TD, including a 21-yard scoring strike to Jones that gave the Falcons (9-6) a 10-7 lead late in the first quarter.

"We didn't really play well enough in any phase of the game to give ourselves a chance to win," said Falcons coach Mike Smith, whose team came in with a chance to stay in the hunt for the division title. "There were some opportunities early on, and then it kind of got out of hand there at the end. ... It's not the type of effort that you want to have with so much on the line with what the outcome could have meant to our team."

New Orleans responded to Atlanta's first TD with a 10-play, 81-yard scoring drive that put the Saints in the lead for good. Brees completed four of six passes for 48 yards, the last three to Colston, who finished with seven catches for 81 yards.

The result might have been even more lopsided if Brees' pass intended for Graham in the end zone had not been broken up by linebacker Curtis Lofton, and then batted in the air by safety William Moore before coming to rest in the arms of Dominique Franks for an interception.

New Orleans bounced back on its final drive of the second quarter, covering 80 yards in 10 plays and only 1:55, capped by Graham's TD catch.

Both teams scored on all their possessions in the opening quarter, with the Saints briefly pulling in front 7-3 on Pierre Thomas' 4-yard touchdown run, after which he pulled a bow from his uniform pants, put it on the football and offered it as a gift to a woman with a parasol in the front row behind the end zone.

The referees weren't cutting Thomas any slack on his Christmas-themed celebration, flagging him for a 15-yard unsportsmanlike conduct penalty.

The score capped an eight-play, 84-yard scoring drive on which Brees completed two passes for 49 yards.

Notes: Brees has passed for 300 yards or more an NFL-record 12 times this season. ... New England quarterback Tom Brady could also pass Marino next week - and maybe even Brees, too. Brady has thrown for 4,897 yards this season. ... The Saints are 7-0 at home and never have gone undefeated at home in a full season. ... The Falcons were 0-3 on attempted fourth-down conversions.

Burglar posts loot on Facebook, arrested

PITTSBURGH, Pa. - An 18-year-old Pittsburgh man is accused of burglarizing a market with three teens, then posted pictures on his Facebook page showing the suspects mugging with some of the loot.

Isaiah Cutler who has been jailed since Friday in the Dec. 12 burglary. Online court records don't list an attorney for him.

Police say Cutler, a 17-year-old and two 14-year-olds stole more than $8,000 worth of cash, cigarettes, candy and checks from the business. About an hour later, police say, Cutler posted pictures of the teens posing with the loot on his page on the social networking site.

The younger suspects have been charged in juvenile court and been released to their parents.

Cutler faces a preliminary hearing Wednesday on charges of theft, burglary and conspiracy.

Clarke to Santa: I have been good, let us beat India!

Australia skipper Michael Clarke has reportedly asked a win against India as a Christmas gift from Santa.

In a report published in the Herald Sun, Clarke was appreciated for being 'selfless' this festive season and pray for collective glory rather than for personal ambitions. "All I want for Christmas is to beat India in this first Test match," he was overheard as jokingly telling a Santa Claus in his team hotel.

The 30-year-old batsman is believed to have sat on Santa's lap as he posed for fans in the hotel. "Yes, I've been a good boy," he said and added laughingly that he was not sure about David Warner, the other cricketer who was also present here with him.

Experts and fans may have mostly put money against his side and the year? may have passed with more lows than highs. Clarke however has managed to battle past a back ailment and his Christmas wish does not come as an entire surprise.

China seeks Swedish cleantech expertise

The interest in Stockholm?s environmental expertise is increasing in China as its government and companies struggle to reduce their carbon footprint and cut energy costs.

In October, six Stockholm-based companies were selected to take part in an event in Hong Kong where Chinese investors, industry players and reporters met with Swedish cleantech entrepreneurs.

The companies came from a diverse range of industries including clean technology solutions in renewable energy, waste management and construction, as well as computer engineering.

The seminar, called the Stockholm Innovation Showcase, was organised in collaboration with Stockholm Business Region Development, Stockholm Innovation & Growth (STING) and Hong Kong Science Park.

P?r Hedberg, CEO of STING, said the event was a success and that talks with potential investors and partners are ongoing.

"Once again we saw evidence that the interest in Swedish environmental expertise is very high," he told The Swedish Wire. "Several individual meetings took place between representatives of our companies and potential partners. Some of the companies currently have continuing discussions with Chinese contacts that they made in Hong Kong."

One of the companies was Zebor Technology, which has developed the fastest, most cost-effective and scaleable platform for embedded systems based on the products ZDOS and ZBIOS.

CHARLOTTE, N.C. -- A local high school will have a rooting interest in Sunday Night Football this weekend.

From the sidelines at Marvin Ridge High School as the quarterbacks coac to starting NFL quarterback in just a few weeks, Josh McCown will lace 'em up for the Chicago Bears this weekend.

He was in Marvin Ridge head coach Scott Chadwick's office just a few weeks ago when his agent called and said the Bears wanted to sign him.

Chadwick says all of this couldn't have happened to a better man.

?The Saturday before our first game, we're scouting East Meck at a scrimmage and two days later, this guy had left and gone to the NFL to go to training camp.? But there we are and he's just walking around like a normal old guy and two days later, he's on an NFL practice field,? Chadwick said.

But that short training camp stint in August didn't last too long, and McCown returned to help mentor Chadwick's son, Tyler, who played quarterback this season for the Mavericks, who ended a strong playoff push at 10-2.

McCown last started in 2007.? He played a couple of seasons with the Panthers, only throwing six passes.

As for Sunday, he's ready to go against the Packers, but don't exactly say he's flying high.

?I don't want to get too excited and too amped up because, for me, , absolutely it's a cool story, and a cool moment.? Nut at the same time, I'm a competitor.? I want to win the game.?

McCown and the Bears play at Green Bay at 8:15 p.m. Sunday on NewsChannel 36.

Fate of payroll tax break uncertain (Reuters)

WASHINGTON (Reuters) ? A tax break for 160 million American workers was in doubt on Monday in the face of strong opposition from Republicans in the House of Representatives who have rejected a two-month extension overwhelmingly approved by the Senate over the weekend.

House Speaker John Boehner, the top Republican in Congress, demanded a fresh round of bargaining with the Democratic-controlled Senate to extend the payroll tax break through the 2012 election year.

Angry Democrats accused him of reneging on a deal brokered by Senate Republican leader Mitch McConnell and his Democratic counterpart Harry Reid. The two eked out a modest two-month extension on Friday after failing to break a deadlock over how to pay for the tax break for a full year.

The Senate passed the measure by 89 votes to 10 on Saturday. The House is set to vote on it on Monday, but the strong opposition of House Republicans means they will most likely try to amend the Senate bill or seek the negotiations demanded by Boehner.

Either way, it will be difficult to settle differences between the two parties with less than two weeks left before the tax break expires. Without congressional action the tax workers pay into the Social Security federal retirement program will rise to 6.2 percent on January 1, from 4.2 percent.

The end-of-year fight, which many had thought had ended with the Senate deal on Friday, will further deepen widespread perceptions of dysfunction in Washington.

"This just adds to the level of frustration with business as usual in Washington, and the general sense around the country that Congress is playing politics with our economic fate," said Scott Anderson, a senior analyst at Wells Fargo.

Public confidence in Congress has plunged to record lows this year after a series of bitter fights between Democrats and Republicans over spending and taxes brought the government to the brink of a shutdown three times and cost the United States its prized AAA credit rating from Standard & Poor's.

President Barack Obama and his Democratic allies in Congress say continuing the payroll tax break for another year will help spur U.S. the fragile economic recovery.

STICKING POINT

Boehner said on NBC's "Meet the Press" on Sunday that a two-month extension would create uncertainty for workers and employers at a critical time for the economy.

The biggest sticking point for a year-long extension is how to cover the $120 billion in lost revenue to the Social Security Trust Fund. Republicans are demanding spending cuts to cover the cost and Democrats want to pay for it by closing some tax breaks for the wealthy.

Analysts say House Republicans, who are skeptical about the stimulative impact of the tax cut on the economy and only grudgingly agreed to extend it, are concerned about reopening the issue in an election year. They will be vulnerable to a fresh round of attacks by Democrats that they only favor tax cuts for the wealthy, not for the middle class.

Boehner is a man under pressure. He has to address the concerns of his rank-and-file members while ensuring that a compromise deal is struck before December 31. Failure would mean taxes going up by about $1,000 for the average worker, for which House Republicans would likely be blamed.

"With a few days left before Christmas, there is a little time to renegotiate this," said Republican strategist Ron Bonjean. "The Republican leadership knows it will be in a politically difficult position if this were to expire at Christmas time and will likely find a solution soon."

Economists have warned that reverting to the higher payroll tax rate would drain stimulus from an economy struggling to add jobs, making it more vulnerable to the spillover effects of likely recession in debt-stricken Europe.

The Senate bill also extends an expiring jobless benefits program for the long-term unemployed and averts a pay cut in January for doctors treating patients in the Medicare health insurance program for the elderly.

It includes a provision demanded by House Republicans that would force Obama to accelerate a decision on TransCanada Corp's Keystone XL oil pipeline project, which is backed by some labor unions but opposed by environmental groups.

In a conference call with House Republicans on Saturday, Boehner painted this as a victory for House Republicans because Obama had strongly opposed efforts to link Keystone with the payroll tax cut. But the "sweetener" was not enough to quell overwhelming opposition to the Senate bill. (Additional reporting by William Schomberg in New York)

Stock market decline takes shine off 2011 IPOs

(AP) ? This was supposed to be the year of the IPO comeback.

Six months into 2011, the market for initial public offerings was stronger than before the recession. The number of companies looking to raise money through new stock offerings was on pace for a decade high. Shares of companies that had gone public earlier in the year, on average, had posted gains.

But after that strong start, the market for new stock offerings fizzled in 2011 as the prospect of a global slowdown and a prolonged European debt crisis battered financial markets. High-profile Internet companies like Groupon, LinkedIn and Zynga ? which went public Friday ? attracted attention. But overall, companies didn't raise as much as they hoped for through IPOs. Main Street investors, who generally don't have access to IPO shares until after they start trading, were likely the biggest losers.

Groupon, the Internet coupon company that debuted in November, rose 31 percent on its first trading day, but has dropped 12 percent since. LinkedIn more than doubled in its debut. While it's still up about 50 percent from its offering price, the stock has lost 30 percent from its first trading day. In June, Internet radio company Pandora Media Inc. rose 9 percent. On Friday it closed at $10.55, a 34 percent slide from its IPO price. Stock in technology companies that went public in the past 12 months have fallen 15 percent, according to Renaissance Capital. Some of that stems from broader market declines. The Standard & Poor's 500 index is down about 8 percent from the end of June.

Many companies hedged their bets. Sixty-six companies withdrew plans to raise money through new stock offerings in 2011, a 27 percent rise from the previous year, and the biggest number since the depths of the recession in 2008, according to IPO Investment firm Renaissance Capital. Stocks of many of the companies that took the plunge haven't fared well. About two-thirds of companies that went public this year are trading below their offering price, according to advisory firm IPO Boutique. As a group, IPOs that went public this year lost 13 percent of their value ? the first negative return since 2008.

Some of those themes were apparent this week, the last before the IPO market shuts down for the year in the U.S. Twelve companies had lined up IPOs. If all of them had begun trading, it would have marked the busiest week for IPOs since November 2007. That didn't happen. Three of the companies, information technology services provider FusionStorm Global Inc., industrial materials maker GSE Holding Inc. and chemicals and metals maker Luxfer Holdings PLC, postponed their offerings.

There were some successes. Jive Software Inc., a company that is trying to become a corporate networking version of Facebook, and luxury clothing and accessories company Michael Kors Holdings Ltd. priced higher and sold more shares than expected. Both soared on their first trading day.

And then there were the mixed successes. Zynga Inc., which specializes in making games for social networking website Facebook, raised $1 billion, in the biggest Internet IPO since Google's 2004 launch. The offering price of $10 per share values the company at about $7 billion ? at least $13 billion less than some market watchers predicted back in July when the company filed to go public. The shares fell 50 cents, or 5 percent, to close Friday at $9.50.

Six other companies that debuted this week raised less money than they expected. Stock in two of those companies, oil and gas companies Bonanza Creek Energy Inc. and Sanchez Energy Corp., are already 20 percent and 16 percent below their IPO prices, respectively.

Market watchers expect more big technology deals next year including Facebook, reviews site Yelp and online retailer Gilt Groupe. Of the three, only Yelp has filed to go public. But the global economic uncertainty may force the 200 companies hoping to go public in 2012 to temper their expectations. LinkedIn and Groupon, for example, sold less than 10 percent of their outstanding stock in their IPOs, which is considered a small percentage of overall shares to sale in an offering. The small supply helps create demand.

"If they want to get the company public, they'll do a smaller deal," said Frank Maturo, head of cash equity capital markets at Bank of America Merrill Lynch.

The IPO declines and weak stock markets may create an opportunity for investors to buy shares more cheaply as companies and bankers rethink prices for shares.

"People haven't made money in the IPO market, people are skeptical. But deals can get done if they get priced right," said Francis Gaskins, an analyst at IPOdesktop.

Reds acquire Latos in five-player trade with Padres (Reuters)

(Reuters) ? The Cincinnati Reds boosted their pitching rotation by acquiring right-hander Mat Latos from the San Diego Padres as part of a five-player trade, the National League team said Saturday.

Cincinnati sent infielder-outfielder Yonder Alonso, pitchers Brad Boxberger and Edinson Volquez and catcher Yasmani Grandal to San Diego for 24-year-old Latos.

"Mat is a big, strong young pitcher with electric stuff," Reds general manager Walt Jocketty said in a statement.

"We consider him to be a potential number one starter who, contractually, we have under control for four more years. To acquire a pitcher who is ready to fit into the top of a rotation, you have to give up talent."

Latos posted a 9-14 record with a 3.74 earned run average in 31 starts for San Diego last season.

Volquez (5-7) and Alonso played for the Reds last season. Boxberger and Grandal were minor leaguers.

When we first reviewed the Samsung Focus Flash ($49.99, 3.5 stars), we felt its smaller form factor and?significantly lower price made it a better deal than the Focus S ($199.99). Now that we've tested the Focus S, we're singing a different tune. True, you're only getting a bigger screen, an improved camera, and a thinner profile, but the Focus S brings Windows Phone 7.5 closer than it has ever been to the high-end. That alone makes?this? smartphone?worth a close look,?especially?given?its slick OS.

Design, Call Quality, and Apps
The Focus S measures 5.0 by 2.6 by 0.3 inches (HWD) and weighs just 3.9 ounces; those depth and weight figures lead the class. Like most touch screen Samsung phones, the Focus S is made entirely of plastic. It feels a little cheap, but it's also thinner and lighter than just about any comparable phone. The 4.3-inch, 480-by-800-pixel Super AMOLED Plus is now standard issue for Samsung smartphones; you get vibrant color and deep blacks. Typing is easy in both portrait and landscape modes, and Microsoft's on-screen keyboard is easy to use.

The Focus S is a quad-band EDGE (850/900/1800/1900 MHz) and tri-band HSPA+ 14.4 (850/1900/2100 MHz) device with 802.11b/g/n Wi-Fi.?Reception is average and voice quality is mixed. Calls generally sound good in the earpiece, but voices sound computerized through the mic. On a windy day, the Focus S let through a ton of wind noise. Calls sounded fine through an Aliph Jawbone Era Bluetooth headset ($129, 4 stars) and voice dialing worked perfectly. The speakerphone sounds thin and brittle, but sufficiently loud for outdoor use. Battery life was disappointing at?just 4 hours 29 minutes of talk time;?blame the extra-thin design for the reduced cell capacity.

The single-core Qualcomm MSM8255 S2 1.4GHz processor keeps things moving at a good clip. This phone felt exactly the same as the Focus Flash in testing, which is to say, responsive and intuitive. Windows Phone 7.5 (Mango) is a fun OS with smooth animations, deep social networking integration, and a unique tile-based interface that shows you plenty of real-time information at a glance. There are also over 40,000 apps in Windows Phone Marketplace; it's still missing some major apps, but there's real selection now.

On the other hand, Microsoft's stringent specifications for WP7.5 explain the phone's omissions: a dual-core processor, 4G data speeds, a higher screen resolution, and a memory card slot are all nowhere to be found. I approve of Microsoft's hardware button limitations, and keeping a lid on resolution choices?is?much better?for third-party app compatibility than Windows Mobile ever was. But now that Microsoft finally has a solid code base to work with, it should let its hair down a little in order to catch up to Android. (All indications are that Microsoft is finally getting the message.)

Multimedia, Camera, and Conclusions
There's a standard-size 3.5mm headphone jack on top of the phone and a roomy 16GB of internal storage. There's no microSD card slot, but Microsoft's sync software, available for both PCs and Macs, is easy to use and syncs iTunes playlists reliably in addition to other media. The Zune-based music player app is a beauty, with its compelling album art animations, band photos, and transparent interface.?Music tracks sounded fine through?Samsung Modus HM6450 Bluetooth headphones ($99, 4 stars). Standalone videos looked fantastic on the AMOLED display, and played at resolutions up to 720p.

The 8-megapixel camera includes auto-focus and an LED flash. Test photos look decent overall. There's a bit too much grain and a slightly overexposed look indoors, but they're fine otherwise. Recorded 720p (1280-by-720-pixel) videos played back smoothy and averaged 29 frames per second, but are hampered by the same issues that plague the still images. VGA recordings (640-by-480-pixel) pegged the frame rate at a solid 30 and looked sharper and better balanced, thanks to the high data transfer rate. You also get a 1.3-megapixel front-facing camera for video chats.

The Samsung Focus S is the closest Microsoft has ever come to hitting high-end, at least since Windows Phone 7 first hit the market late last year. It's the best Windows Phone right now, but it costs too much, as it's still several leagues behind top-end Android devices. For example, the Motorola Atrix 2?($99.99, 4 stars) offers a dual-core?processor, a higher resolution screen, HSPA+ 21 data speeds, and the ability to run hundreds of thousands of third-party Android apps, all for $100 less up front. The Samsung Galaxy S II Skyrocket?($249.99, 4.5 stars) is our current Editors' Choice on AT&T; it adds?true?4G LTE data speeds, a 1080p video recorder, and a faster 1.5GHz dual-core processor for only?$50 more than the Focus S.

PROVIDENCE, R.I. Behavioral interventions aimed at reducing sexual risk behaviors, such as unprotected sex, are effective at both promoting condom use and reducing sexually transmitted infections (STIs) long after the initial intervention, according to a new report in the December 15 issue of the Journal of Acquired Immune Deficiency Syndromes.

Lead author Lori A. J. Scott-Sheldon, Ph.D., of The Miriam Hospital's Centers for Behavioral and Preventive Medicine, and colleagues at the University of Connecticut conducted a meta-analysis of 42 studies evaluating the effectiveness of HIV-related behavioral interventions. The studies included in the meta-analysis assessed behavior changes, including increased condom use, and biological outcomes, such as a subsequent STI or HIV diagnosis. The studies were conducted worldwide and included a number of at-risk populations.

Researchers found that behavioral interventions which included HIV education, motivation and skills-based training aimed at negotiating safer sex behaviors were successful at improving condom use and reducing incident STIs, including HIV, for up to four years. This meta-analysis is believed to be the first to examine the incidence of HIV in a wide range of at-risk populations.

Scott-Sheldon says that while it may seem intuitive that behavioral changes, such as increased condom use, will result in fewer STIs, previous studies have been unable to support that assertion.

"The association between behavioral and biological outcomes is complex, since transmission of STIs depends on a number of factors, including partner type, characteristics, and perceptions of partner safety," she says. "Examining both outcomes, and factors associated with sexual risk behaviors, should be important in determining the efficacy of behavioral interventions."

The meta-analysis evaluated the findings of 67 behavioral interventions in 42 studies. While most studies were conducted in North America, 17 percent took place in Asia, 14 percent in Africa, 5 percent in Europe and 2 percent in South America. In most cases, participants were randomized to receive an HIV-related behavioral intervention or a control group. Interventions were provided in both group and individual settings.

Interventions were found to be more successful at improving condom use when social, cultural and economic barriers were addressed. Researchers also observed that, contrary to expectations, self-management training targeting risky sexual behavior did not significantly impact condom use one year after the initial intervention.

They also noted that participants were less likely to acquire STIs following the behavioral intervention if they were diagnosed with an STI or HIV at the time they entered the study. In addition, interventions were more successful at reducing the incidence of HIV when they sampled more Latinos. The authors note that, globally, Latinos are disproportionately affected by HIV and interventions targeting this group are urgently needed to prevent HIV infection in this population.

"HIV infections cost the United States billions of dollars annually," Scott-Sheldon says. "In the absence of an effective HIV vaccine, safer sexual practices and expanded prevention efforts are required to prevent new infections and reduce the burden of HIV. Translation and widespread dissemination of effective behavioral interventions within a wide range of population groups should be a high priority."

PROVIDENCE, R.I. Behavioral interventions aimed at reducing sexual risk behaviors, such as unprotected sex, are effective at both promoting condom use and reducing sexually transmitted infections (STIs) long after the initial intervention, according to a new report in the December 15 issue of the Journal of Acquired Immune Deficiency Syndromes.

Lead author Lori A. J. Scott-Sheldon, Ph.D., of The Miriam Hospital's Centers for Behavioral and Preventive Medicine, and colleagues at the University of Connecticut conducted a meta-analysis of 42 studies evaluating the effectiveness of HIV-related behavioral interventions. The studies included in the meta-analysis assessed behavior changes, including increased condom use, and biological outcomes, such as a subsequent STI or HIV diagnosis. The studies were conducted worldwide and included a number of at-risk populations.

Researchers found that behavioral interventions which included HIV education, motivation and skills-based training aimed at negotiating safer sex behaviors were successful at improving condom use and reducing incident STIs, including HIV, for up to four years. This meta-analysis is believed to be the first to examine the incidence of HIV in a wide range of at-risk populations.

Scott-Sheldon says that while it may seem intuitive that behavioral changes, such as increased condom use, will result in fewer STIs, previous studies have been unable to support that assertion.

"The association between behavioral and biological outcomes is complex, since transmission of STIs depends on a number of factors, including partner type, characteristics, and perceptions of partner safety," she says. "Examining both outcomes, and factors associated with sexual risk behaviors, should be important in determining the efficacy of behavioral interventions."
