Oil price jumps after EU deal

SINGAPORE - Oil jumped to near $80 a barrel Friday in Asia, bouncing off an eight-month low after European leaders agreed to use the continent's bailout fund to funnel money directly to struggling Spanish banks.

Benchmark oil for August delivery was up $1.88 at $79.57 a barrel in electronic trading on the New York Mercantile Exchange. The contract fell $2.52 to settle at $77.69, the lowest close since October, in New York on Thursday.

In London, Brent crude for August delivery was up $1.40 at $92.76 per barrel on the ICE Futures exchange.

Policymakers said at an E.U. summit early Friday that they would create a unified bank supervisory board and allow a rescue fund to recapitalize Spain's banks without boosting government debt.

Before the summit, analysts hadn't expected any significant policy announcements, so investors reacted with optimism Friday that the EU may be taking steps toward solving its debt and economic woes.

Stock markets in Europe and Asia rose and the euro jumped to $1.2581 from $1.2429 late Thursday in New York. Oil traders often look to stock markets as a barometer of overall investor sentiment. A weaker U.S. dollar makes commodities traded in dollars such as crude less expensive for investors with other currencies.

Crude has plunged from $106 early last month amid expectations that weak global economic growth will reduce demand for oil.

In other energy trading, heating oil was up 4.6 cents at $2.59 per gallon and gasoline futures gained 3.6 cents at $2.51 per gallon. Natural gas added 6 cents at $2.78 per 1,000 cubic feet.

AISD Instructional Support: Sharing Google Docs With Your Class

Many users quickly learn to share documents via a users email address, but teachers in the Austin ISD Google domain can also very easily share documents with the entire class or single students.

When you are ready to share a document, click the Share button as you normally would in Google Docs. In the 'Add people' box, start typing the name of the person you wish to share the document with.

In the picture above, we typed 'john' and a list of names that contain 'john' automatically populate the share box. It is very important that our users carefully look at the domain after the @ sign before selecting a name.? The subdomain 'stu.austinisd.org' is only for students.? So, johnsmith@austinisd.org would be a teacher while johnsmith@stu.austinisd.org could only be a student.? Before sharing sensitive documents with other teachers, please check the address fully.

Another subdomain that we have is the 'crs.austinisd.org' domain that is reserved for class groups. Students accounts are automatically added into a crs group by the class scheduling system. Teachers do not need to create these group or manage the movement of students between classes or schools.

In this picture, we see that two different addresses have been selected to share this document with.? The first is a class account. These follow the format, ?
CampusCode/Teacher'sE#/Period#@crs.austinisd.org .? Like the other addresses, the crs addresses will autopopulate as you type in this box.

You also have the ability to attach a message with this sharing process.? From this same picture, we see a teacher giving editing rights to an entire class and a specific student.? Students can use the Google 'File- Make a copy' menu to make their own editable copy that they can then save to a collection that the teacher has created for all students in that class.? Collections can be shared in the exact same way as above to help manage student document sharing with the teacher.

Who knew giant multi-touch tables would trigger the next big speed race? Ideum clearly thinks that the PixelSense-based Samsung SUR40 is lagging with that AMD Athlon II X2, because it just rolled out a pair of speed demon 55-inch, 40-point touch surfaces (but not Surfaces) in the Platform and Pro. The Platform has a respectable dual 2.2GHz Core i7 and 8GB of RAM, but it also carries a pair of 256GB solid-state drives in case that museum exhibit app won't load quickly enough. Hopping to the Pro switches to two not quite as speedy 500GB hard drives in standard trim. It more than makes up for this with a quad 3.4GHz Core i7 and NVIDIA's Quadro 600 for the truly stressful projects -- the combination can juggle multiple users and tasks even more smoothly than its MT55 Pro ancestor. Outside of raw speed, picking a table depends mostly on svelteness versus expansion: the Pro has a full-fledged HP tower inside that can drop in SSDs and other upgrades you might fancy, while the Platform is half as thick as a SUR40 (at two inches) and sleeker overall than its big brother. We're working to get price quotes, but the early five-digit figures we've seen in the past likely rule out upgrading the family coffee table. You can convince yourself with a video after the break.

SMBs Prepare To Jump Into Mobile Marketing Jun - Small Business ...

So what do you your marketing plans look like for the next year? If you?re like the majority of small- to medium-sized businesses, they include putting together a mobile marketing campaign and making your move onto those smaller (but increasingly profitable) screens. And if they don?t, well, maybe they should!

Earlier this week, eMarketer commented on a survey from Strongmail which found that 75 percent of marketers without a current mobile strategy have plans to develop one within the next year. Strongmail?s 2012 Mobile Marketing survey found that 14 percent of business owners plan to dive into mobile within the next six months, 29 percent in the next 6-12 months, and 32 percent will do it in the next year or more.

It?s worth noting that even the marketers currently putting off mobile know they have only have a short window where they?ll be able to ignore this trend. The world and the market are becoming increasingly mobile-reliant. If you want your customers to be able to find you, your business must go where they are. And they?re on the move.

There?s no getting around it.

For businesses already investing in the mobile revolution, 70 percent are doing so with mobile Web sites; 55 percent are building mobile applications; and surprisingly, nearly 50 percent have experimented with QR codes.

While just 40 percent of respondents said they?re using paid mobile advertising today, you can expect this area to grow significantly over the next year, especially if Google and Facebook have anything to say about it.

Earlier this month, Google announced it would finally be integrating AdMob?s mobile display ads, which appear in more than 300,000 apps on phones, into its AdWords platform. The new integration will make it considerably easier for SMBs to purchase mobile ads since they?ll be to do it directly within AdWords, the same place they?re purchasing other types of paid advertising.

Facebook has also automated mobile-ad buying to make it easier and faster for businesses to purchase mobile ad inventory.

Of course, the Strongmail data has now been corroborated by multiple other sources.

For example, the Small Business Mobile Survey, released in May, indicated that while 69 percent of SMBs view mobile as a significant growth source for the future, only 26 percent currently have a mobile-friendly Web site today and just 14 percent having a standalone mobile site. Interestingly, however, of those that do have a standalone site, 84 percent said they had seen an increase in new business due to these mobile marketing efforts.

But, again, even these business owners know they can?t ignore mobile forever, with 64 percent saying they plan to spend more in mobile marketing this year. They?re motivated to get involved by the ability to provide better service to existing customers, attract more local customers, and gain a competitive advantage.

It truly is the time for mobile. If you haven?t dove into the mobile waters yet, now?s the time to jump. The water?s just heating up.

Mortgage-debt forgiveness preventing foreclosures | Welcome!

(As Reported on CNNMoney) ? Reducing the amount struggling homeowners owe on their mortgages is proving to be a more effective way to prevent foreclosures than other methods, such as reducing interest rates or postponing payments, a new report finds.

In a report presented this week, Amherst Securities Group said that when principal reductions brought mortgages near the home?s market value, borrowers were substantially less likely to fall behind on payments again and lose their homes.

Only 12% of borrowers who received principal reductions re-defaulted in 2011, Amherst found. That?s compared with 23% of borrowers who received mortgage modifications with interest rate reductions (but no principal reduction) and 30% who received forbearance, which postpones their debt repayment.

?[Modifications] with principal forgiveness are apt to be most effective, as the borrower no longer owes the money ? so he is no longer hopelessly underwater,? said Laurie Goodman, Amherst?s housing market analyst and one of the authors of the report.

The success these principal reductions have had in turning delinquent borrowers back into paying clients has led many lenders to step up debt forgiveness on the loans in their own portfolios.

So far this year, principal reductions have accounted for 40% of the modifications done by the banks, up dramatically from 25% in 2011 and 11% in 2010, according to Amherst.

The mortgage servicers cannot forgive debt on loans that are owned or backed by one of the two government-controlled mortgage giants, Fannie Mae (FNMA, Fortune 500) and Freddie Mac (FRE), however, and they are limited in what they can forgive on loans owned by investors.

That means, of the vast majority of loans ? 6 million since April 2009, according to the Treasury Department ? only a fraction have received debt forgiveness. That may be changing, though.

The Federal Housing Finance Agency, which controls the majority of outstanding mortgages through its oversight of Fannie and Freddie, has thus far prohibited the mortgage giants from including debt forgiveness as part of their mortgage modifications.

Last month, however, Fannie and Freddie announced they would participate in two programs in California and Nevada that will use part of a $7.6 billion Hardest Hit Fund to pay down loans the companies own or back.

However, the move will not cost Fannie and Freddie anything and is a far cry from the principal reduction that private mortgage servicers are extending to borrowers.

?My guess is that eventually, [Fannie and Freddie will] go down that path, but there?s still a lot of reticence there,? said Mark Zandi, the chief economist for Moody?s Analytics. ?People have problems with principal reduction. They think it?s unfair.?

Even if Fannie and Freddie remain on the sidelines, Amherst said it expects to see a continued increase in principal reductions.

One reason is the $25 billion settlement reached in March between the five big mortgage banks and the state attorneys general. As part of the settlement, the banks must use $13 billion to reduce principal on mortgages held by underwater borrowers.

Even more principal reductions will also result from the tripling of incentives paid to mortgage investors who participate in the Principal Reduction Alternative (PRA), part of the Home Affordable Modification Program. For each dollar investors ? the pension funds, municipalities and other buyers of mortgage-backed securities ? allow to be written off, they can get back as much as 63 cents from Treasury.

By April, 2012, the number of modifications started under Principal Reduction Alternative had jumped to about 83,000 from 67,000 in January.

The potential for building equity in the home, which principal reduction revives, is a major carrot for homeowners, especially if they?re underwater on their home, said Sam Khater, a senior economist for CoreLogic.

The typical amount of debt forgiven in a principal-reduction modification is about $60,000, according to the Treasury Department. Meanwhile, the average amount that borrowers are underwater is about $70,000, said Sam Khater, senior economist for CoreLogic. As a result, borrowers can be very close to even once their modifications are done, he said.

?In two or three years of regular payments ? and a little home price appreciation ? the borrower can be right-side up again,? said Khater.

Fewer disabled students enroll in charter schools

As the number of charter schools expands nationwide, one group of students that is enrolling in those schools at a lower rate is children with disabilities.

Eight percent of students at charter schools had disabilities in the 2009-2010 schoolyear, compared with 11 percent at traditional public schools, according to a Government Accountability Office report being released Wednesday.

The difference could be a result of several factors, including fewer parents of special education students choosing to enroll their children, charter schools discouraging disabled students from attending, and constraints on resources making it difficult for charter schools to meet their needs, the report found.

"We know that in many instances the charter schools are breaking down all the old stereotypes about who can learn and who can't learn, whether they're poor or minority or students with disabilities," said Rep. George Miller, senior Democrat on the House Education and Workforce Committee. "And we want to make sure that the students with disabilities get a chance to participate in that revolution, if you will, that's taking place."

Charter schools, which are funded by taxpayers but operate independently of many of the laws and regulations that govern traditional public schools, have seen enormous growth over the last decade. More than 2 million students now attend charters, and the Obama administration has encouraged their expansion through initiatives like Race to the Top, the $4 billion grant competition. Many states lifted caps on the number of charter schools permitted in order to increase their chances of winning.

Advocates have praised charters for being an innovative alternative to the traditional neighborhood school, but there have been persistent concerns over accountability, access and quality.

The GAO report found significant disparities among states.

About 6 percent of students in New Hampshire charter schools had disabilities, for example, compared to 13 percent at the state's traditional public schools. In Virginia, the number of special education students in charter schools was 11 percentage points higher than in traditional public schools. Overall, however, there were lower rates of special education enrollment at charters in all but eight states: Iowa, Minnesota, Nevada, New Mexico, Ohio, Pennsylvania, Virginia and Wyoming.

Researchers also found there were a higher percentage of charter schools with 20 percent or more disabled students, possibly due to an increase in the number of charters that focus solely on students with disabilities. That trend is something that has many special education advocates concerned. They worry it will lead to increased segregation and could have a negative effect on how much disabled students learn.

Nina Rees, president of the National Alliance for Public Charter Schools, said she'd like to provide schools with more assistance on special education, but said she believed the lower rates were mostly the result of parental choice.

"If they're not selecting charter schools it's a reflection of where parents decide to send their kids and not so much a reflection on charter schools, in my opinion," she said.

Some charters are known among parents as "disability friendly" and have a larger pool of applicants with special needs, while those with harsher discipline policies applied to disabled students end up receiving significantly fewer, said Rodney Estvan, an education policy analyst for Access Living, an organization aimed at helping the disabled community in Chicago.

"We see very little evidence at this point that the schools are simply refusing to enroll these kids," he said. "But we do see schools where after the kid is there for a year or two, there is a counseling-out process."

Raquel Regalado, a member of the Miami-Dade school board, which oversees the nation's fourth largest school district, said the charter school where she enrolled her daughter for kindergarten refused to let her child attend after she was diagnosed with autism. She's said she's heard from many parents with similar stories.

"The problem was they didn't want to open the door to other special needs children," she said.

The U.S. Department of Education is conducting five compliance reviews regarding special education students and charter schools, and has received 263 complaints over the last three years. The investigations look at recruitment and equal opportunity access, among other areas. The department plans to issue new guidance on special education at charters soon.

"The guidance issued by the last administration is still good law in lots of cases," said Russlynn Ali, assistant secretary for civil rights, referring to the Bush administration. "Some of it is outdated given the burgeoning charter movement."

Several academic experts who study charter schools said the figures reported by the federal report were in line with what they expected to see.

"I think it reveals one of the things charter schools have to address and take seriously if they're to make a persuasive argument that they are for all kids," said Tim Knowles, director of the University of Chicago Urban Education Institute.

Knowles noted that some charters work hard not to designate students as special needs, which in some cases is positive, as there is evidence certain groups, such as African American boys, have been disproportionately labeled as special needs students when in fact they are not. In other cases, there may be students who need extra services but are not getting them.

Regalado, whose daughter is now enrolled in a traditional school, said the burden lies with local and state authorities to increase accountability, and with charters to put more resources toward special education.

"This excuse that the charter can't do it because they're too small or it's one institution ... you look at the corporate makeup and you look at their reserves and you know that simply isn't the case and that they're taking advantage of the system," she said.

The GAO report recommends Education Secretary Arne Duncan take measures to help charters recognize practices that could affect the enrollment of disabled students by updating existing guidance.

"This is a little bit of a wake-up call, a reminder that there's more to be done here," Miller said, "but I think the help can be provided on both sides of the ledger."

Though the NFL?s in-house appeal process doesn?t amount to a full-blown legal proceeding, the players accused of participating in the Saints? bounty program could escape responsibility on the same basis that plenty of criminal defendants do.

By relying on a technicality.

As Article 46 of the Collective Bargaining Agreement goes, there aren?t many technicalities in the appeal process.? Here?s one of them, from Article 46, Section (f)(ii):? ?In appeals under Section 1(a), the parties shall exchange copies of any exhibits upon which they intend to rely no later than three (3) calendar days prior to the hearing.? Failure to timely provide any intended exhibit shall preclude its introduction at the hearing.?

Key word:? Shall.

As every law student learns when studying ?civil procedure? (i.e., the rules for litigating cases), the word ?shall? always should (or, I suppose, ?shall?) be regarded as a red flag.? It conveys a mandatory requirement.? No discretion.? No exceptions.? No wiggle room.

Here, failure to deliver the exhibits on time ?shall? prevent them from being used at the hearing.

Commissioner Roger Goodell previously scheduled the hearing in the bounty case for 10:00 a.m. ET on Monday, June 18.? The NFL delivered its packet of 16 exhibits to the NFLPA at roughly 1:30 p.m. ET on Friday, June 15.

Three calendar days prior to the hearing translates, in the normal sense of the term, to at least 72 hours before the hearing.? Actually, it could reasonably be argued that the exhibits were due by 11:59 p.m. on Thursday, June 14, since that would have given the players ?three calendar days? (Friday, Saturday, and Sunday) to digest the evidence and prepare accordingly.

So by failing to deliver the materials before 10:00 a.m. ET on Friday, June 15, the plain language of the CBA (i.e., ?shall?) prevents the materials from being introduced at the hearing.

Since the NFL?s entire cases consisted of the 16 exhibits plus comments from outside counsel Mary Jo White regarding their meaning, the failure to deliver the documents by 10:00 a.m. ET on June 15 could get all suspensions thrown out by a court that eventually reviews Commissioner Roger Goodell?s inevitable decision to uphold the penalties he previously crafted.

Is it a harsh outcome?? It sure is.? But it?s the outcome that the CBA mandates if the exhibits aren?t delivered on time, and it?s an outcome that easily could have been avoided by determining the earliest possible point at which the three-day window may close and making sure that the exhibits were in the hands of the NFLPA before that moment.

Thousands of lawyers throughout the country routinely apply that concept in a wide variety of proceedings and contexts.? The fact that the NFL has full control over the appeal process doesn?t mean that the NFL has the power to disregard the clear, unambiguous terms of the limited rules that apply.

Despite a report that the players asked for the hearings to be adjourned in order to have the benefit of the full 72 hours, the official transcript indicates that NFL general counsel Jeff Pash delayed the hearing to ensure compliance with the rule.? But if any delay in the commencement of the hearing time can be used to cure the failure to deliver the exhibits on a timely basis, the clear consequences of the rule can be avoided in any hearing in which the NFL delivered the exhibits late.? Regardless of when the exhibits were tendered, the Commissioner can simply press the pause button until the 72-hour window between the disclosure of the exhibits and the start of the hearing has passed.

That?s probably not what the rules envision.? And whoever failed to ensure that the exhibits were delivered at least 72 hours before the start of Monday?s hearing probably will be spending some time in the coming weeks and months gnawing on Tums while obsessing over the manner in which this one may play out.

That delayed Canadian Galaxy S III launch may have been a harbinger of US delays to come: Sprint has let Engadget know that it's running a "little behind" on shipments. The company still hopes to get all pre-orders of the 16GB model to customers by the official June 21st release, but warns that orders might slip by one or two days. We also hope 32GB customers weren't planning their schedules around the 21st -- the higher capacity won't ship until the following week. Sprint is citing both "overwhelming demand and limited supply" as the root causes, although it hasn't quantified just how whelmed those sales are.

T-Mobile, meanwhile, is telling Galaxy S III buyers in some areas to sit tight. We've directly confirmed through a spokesperson an earlier leak from TmoNews that claimed Magenta will only focus June 21st retail sales on the "top 29 markets," most of them major cities. If you fall outside of those areas, you'll have to wait until shortly afterwards to pick one up, the provider tells us. As it stands, AT&T, US Cellular and Verizon still haven't committed to exact release dates and are currently off the hook.

Nick Stahl: Missing Again After Leaving Rehab!

Nick Stahl's family and friends are once again searching for the missing Terminator actor after he bailed on rehab against his doctor's orders days ago.

Stahl, who was reported missing last month before contacting friends and family and entering treatment, has disappeared anew, according to reports.

"He's been missing for about four days," the actor's estranged wife, Rose Murphy Stahl, confirmed to E! News Monday. "I don't want to comment any further."

After checking out of rehab, the Terminator 3 star went to stay at a friend's. He was then seen in downtown L.A., but after that, Stahl returned back to his friends.

He has not been spotted since he left a friend's house Thursday.

The source says: "He's disappeared. We can't find him anywhere. He hasn't made contact with anyone. We are all just desperately looking for him."

"Everyone just wants him to come home," the source adds, with no luck so far. "It's just a terrible situation. We are searching, but we've had no solid leads."

Here's hoping he surfaces safe and sound once again.

Light up seesaw makes Australia's Federation Square feel like a kid again (video)

Nothing makes us smile like combining our nostalgia for childhood with our current love of hacking up gadgets and electronics. So, we've got to hand it to the folks over at ENESS, a design group whose latest installation takes cues from the playground as well as the DIY scene. Details on what exactly went into the build are sadly scarce, but it seems safe to assume there's at least one accelerometer on the Tilt of Light somewhere. See, this seesaw is home to 33 rows of lights that react in real time to the motion of the lever. There are also four different "atmostpheres" to choose from (air, water, space and yogurt), which effect how the light behaves. Right now the glowing teeter-totter is sitting pretty in Melbourne, Australia as part of the Light in Winter program. You can see this marvel in action in the video after the break, or by making the trip to Federation Square before July 1st.
